KYOTO — An 18-year-old part-time worker faces charges for repeatedly ringing the door bell at the home of a junior high school girl here and running away late at night, police said Tuesday.

Police sent an investigation report to prosecutors on Tuesday, accusing the youth of violating a Kyoto prefectural ordinance prohibiting people from creating a nuisance. His name is being withheld under the Juvenile Law.

He admitted to the allegations during questioning. “I heard that the girl said I was arrogant, so I wanted to harass her,” he was quoted as telling investigators.

It is extremely rare for law enforcers to form a case against someone who commits such an act, according to investigators.

“We sent an investigation report on the case to prosecutors because what the suspect did is vicious in that he repeatedly disturbed the victim’s peaceful life,” a police spokesman said.

In the specific cases for which he has been accused, the 18-year-old rang the door bell at the home of the 15-year-old, third-year junior high school student in Sakyo-ku, Kyoto, on nine occasions late at night between Nov. 27 and Dec. 1, and then run away, police said.
